Confirms the token from the verification link and activates the account. A token works once; an unknown, used or expired token answers 410.

If the address already belonged to a guest who ordered before, the account is linked to that history and passwordSetupRequired is true: the password from sign-up is not applied and the shopper receives an email to set one instead.
